After the success of the first experimental phase in 2024, the Venice City Council has decided to continue with this anti-overtourism measure, while introducing significant changes. The aim remains to find a sustainable balance between the protection of the city’s heritage and the needs of visitors and residents.
The pay-access system represents a pioneering measure in Europe, aimed at preserving the uniqueness of Venice’s historic centre and ensuring a better quality of life for those who live, work and study in the city. The legislation is based on the 2019 Budget Law as amended, which authorises the Municipality of Venice to apply this contribution.
For 2025, the main changes concern the increase of the basic price from EUR 5 to EUR 10 and the extension of the calendar from 29 to 54 days of application. However, an important incentive is introduced for those who book in advance, maintaining the €5 fee for bookings made at least four days in advance.
The Access Contribution is a daily fee that some visitors have to pay to enter the historic centre of Venice during specific days of the year. It is an innovative system, applied as an alternative to the tourist tax, which aims to regulate tourist flows during the busiest periods.
The measure applies exclusively to the Old City of Venice, excluding the smaller islands such as Murano, Burano, Torcello, Lido di Venezia and all the other islands in the lagoon. The system provides for controls through authorised personnel present at the main access points to the city.
The initiative stems from the need to protect Venice from overtourism and preserve the delicate balance of the UNESCO heritage city. The fee is collected through a dedicated digital platform, which generates a nominative QR code to be shown in the event of controls.
For 2025, the admission fee tariff system will have two different price brackets, based on the time of booking:
Advance fee: €5 per person if payment is made no later than the fourth last day (inclusive) before the visit date. This means that if you book at least four days in advance, you keep the 2024 price.
Standard rate: 10 euros per person if payment is made within three days prior to the date of the visit or on the day itself. This rate represents a doubling of the 2024 fixed price.
The system clearly provides an incentive to book in advance, facilitating better management of tourist flows and allowing visitors to save 50% on the cost of the ticket. The fee applies to all persons over the age of 14 who access the Old City on the established days and times.
It is important to remember that those staying in accommodation facilities in the Municipality of Venice continue to pay only the tourist tax (from 1.50 to 5 euros per night depending on the type of facility), remaining exempt from the access fee.
The access tax for 2025 is applied on 54 days distributed between April and July, a significant increase from the 29 days in 2024. The application hours remain unchanged: 8:30 a.m. to 4 p.m.
The days have been selected on the basis of tourist influx data from previous years, focusing on the times of greatest pressure on the historic centre. The municipality has avoided applying the fee on weekdays with lower attendance and during major sporting events such as the Vogalonga.

The reservation and payment of the access fee is made exclusively through the official portal of the Municipality of Venice, which can be reached at cda.ve.it. The system is designed to be accessible from any device and in several languages.

The system generates a named QR code for each individual person, while a generic code is issued for organised groups. It is essential to keep the code on your smartphone or print it out, as it is the only valid document to prove payment or exemption.
The Municipality of Venice has set up a system of capillary controls through authorised personnel present at the main access points to the city. Checks are carried out at railway stations, bus terminals, waterbus docks and other strategic junctions.

Penalties: For those who do not comply with the obligation to pay the fee or do not register for exemption, there are administrative penalties ranging from 50 euro to 300 euro, in addition to the payment of 10 euro of the unpaid fee. The legislation also provides for the possibility of criminal prosecution for those who make false statements or use false documents.
During the first year of the trial (2024), the approach was mainly educational and no penalties were imposed. For 2025, however, the municipality has announced stricter controls and the effective enforcement of fines to ensure compliance.

Excluded transit zones: Those who pass through Piazzale Roma, Tronchetto or Stazione Marittima without actually entering the Old Town are not subject to payment. This means that those who use these nodes as simple connection points to other destinations in the lagoon do not have to pay the fee.
The entrance ticket is valid for a single day and for a specific date. It is not possible to use the same ticket for different days or to transfer it to other people, as it is nominative.
